Debian uses pkg-config without the libdpdk.so linker script. Use
the pkg-config file to grab the installed libraries and determine
what to link to.

This pulls out a lot of code from x300_impl and puts it into its own
compilation units:
- EEPROM code goes to x300_mb_eeprom.*
- Claim code goes to x300_claim.*
- PCIe code goes to uhd::usrp::x300::pcie_manager
- Ethernet code goes to uhd::usrp::x300::eth_manager

This puts all functions that identify motherboards, distinguishes
X310/X300/NI2974, checks MB revs etc. into its own compilation unit.

Also updates our coding style file.
Ancient CMake versions required upper-case commands. Later command
names became case-insensitive. Now the preferred style is lower-case.

SPDX headers were also updated to latest version 3.0.

- uhd::usrp::mboard_eeprom_t is now simply a map. Its commit() method
has no utility being a public API call, because the user never gets
access to the appropriate I2C object (Minor API breakage)
- The central mboard_eeprom.cpp file was broken up and put into many
smaller compilation units in every device's implementation folder.
- Renamed some of the constants (e.g. B000_* -> USRP1_*, N100_* ->
N200_*)
- Removed the N000_* EEPROM code, because, well, you know, there's no
such device

- Load EEPROM data into firmware memory to access from there instead of driving the I2C bus directly
- Fixed firmware performance issues by removing the popcntll() function and reducing frequency of background tasks to once every 10ms
- Added x300_mb_eeprom_iface to handle cases of devices with older and newer firmware
- Added checks for claim to device before driving the I2C bus

All device-specific CMake components are now registered in one place,
before the host/lib/ subdirs are sourced. This way, there are no
cyclic dependencies.
This solves the issue where ENABLE_X300=Off could disable USB, but
preserves the fix where ENABLE_X300=Off would still build some X300
codes.

- This reduces the size of the x300_impl object file
