Add the Filter API to n3xx specifically for the AD937x device. The TX
filter is limited to 32 taps, and the RX filter is limited to 48 taps.
This feature requires MPM version 4.2 or later on the device.

In days of yore, before we had evolved RFNoC to the UHD 4.0 state, only
one radio on N310 was able to drive the front-panel GPIOs. With the
introduction of the UHD 4.0 GPIO API, we have fine-grained control for
every pin who may drive it. This makes this constant obsolete, and we
remove it to avoid confusion. Besides, these two `constexpr` values
where being used nowhere.

Add extra precision to if frequency in the low band rx path in order to
avoid hitting the edges of a filter.

Note: template_lvbitx.{cpp,hpp} need to be excluded from the list of
files that clang-format gets applied against.

Clipping requested frequency to acceptable ranges in Magnesium TX/RX
set frequency functions.

-Create name for each gain/att element
-Create property tree entry for each gain and their handlers.
-Create gain profile that control how gain distributed.
Right now, it is either "default" or "manual".

This removes the need to re-implement the band checks (in particular,
the low band check) in multiple places, potentially causing confusion.

This change adds extra hooks to the property tree to make LOs accessible
thru the property tree.
These can be used by multi_usrp api.

The master_clock_rate argument is passed to init() during
initialization; this change allows to query the correct MCR at
initialization time. It does not allow changing the MCR while a session
is active.
The MCR also affects the LO settings; it is the reference clock for the
lowband LOs.

For consistency, the LO-CAL antenna name is actually "LOCAL" (without
the dash).

- Adds two new compilation units (magnesium_gain_table.* and
magnesium_radio_ctrl_gain.cpp)

look up gain table entries for a given frequency and gain
