Short X-PAD support (only DLS)
Adds support for short X-PAD (having constant size of 4 bytes) to the MOT
encoder. ATM this covers only DLS.
Maybe in the future the support is extended to the Slideshow - although such
low bandwith is inconvenient for the transmission of slides with usual size.
