Bug fixes in AAC decoder, AAC encoder, FDK library
Latest code drop from Fraunhofer:
* AAC-Decoder
- Expanded AAC-LD/ELD decoder TNS max band tables to avoid wrong data
access for sampling rates <22kHz and >48kHz.
